Models of Co-Financing Social Security Services Provided by NGOs
The Slovene parliament recently adopted the national program for social security until 2005. The document provides for the pluralization of the social-security system i.e. the welfare mix model. NGOs have thus acquired a new, more powerful role in the field of social services. Many new organizations that emerged in the course of the last decade will have to compete for the limited resources in the future. If the government wants to ensure the highest quality services, it must develop the mechanisms of control over their quality. In this way the funds can be allocated to the services which respond to the actual needs of its users rather than those conforming to professional appraisals only.
